Concussion Prevention and Educational Materials

The Park District Code authorizes and encourages park districts to make educational materials that describe the nature and risk of concussion and head injuries available to residents and users of park district facilities. The U.S. Center for Disease Control (CDC) has published important information on concussions and traumatic brain injury and concussions in sports.

Joint Purchasing

The State of Illinois offers units of local government the opportunity to save time and money when purchasing certain goods and services by using the State's Joint Purchasing Programs. Because the State makes bulk purchases through a competitive bidding processes, units of local goverment often get a lower unit price and also save on administrative expenses. click on the links below to access materials related to this program.

Local Records

Pursuant to the Local Records Act, no public record may be disposed in Illinois without the approval of the appropriate records commission. The Records Management Section of the Illinois State Archives is responsible for assisting local government agencies with the disposal of public records.  Patient Protection and Affordable Care Act (Health Care Law)- NEW

The federal Patient Protection and Affordable Care Act includes many health insurance requirements that affect employers. Because many of the changes do not take effect until 2014, federal rules, regulations and guidance are still being issued on this topic. Playground Safety

The U.S. Consumer Product Safety Commission (CPSC) publishes numerous playground safety publications such as a Public Playground Safety Handbook and Safety Checklists. You can access these materials by clicking here.

IAPD also encourages member agencies to work with their risk services provider to promote safety and avoid accidents and injuries.


Property Tax Extension Limitation Law (PTELL)

The Consumer Price Index (CPI) "cost of living” or inflation percentage is used in computing annual property tax extensions for taxing bodies that are subject to the Property Tax Extension Limitation Law (PTELL). Click on the year below to access CPI information.

Prevailing Wage

The Illinois Prevailing Wage Act imposes numerous legal obligations on local government agencies. The Illinois Department of Labor, which establishes the categories of laborers, mechanics and other workers covered by the Act, provides a number of useful practice materials to assist local government agencies with these obligations. Soccer Goal Safety and Education

Movable soccer goals pose a threat to the safety of children and adults from the dangers of unanchored or improperly anchored goals tipping over. The Illinois Movable Soccer Goal Safety Act imposes requirements on park districts and other organizations that own movable soccer goals, which are designed to avoid these dangers.

The United States Consumer Products Safety Commission (CPSC) has also published Guidelines for Movable Soccer Goal Safety, which may be accessed by clicking here.
