Description: This presentation will summarize significant state and federal statutes and rules requiring confidentiality that take precedence over FOIA, what penalties they provide, practical tips for ensuring compliance with these requirements, and a discussion of Public Access Counselor opinions relating to confidentiality. This presentation will assist FOIA Officers and all staff who submit documents to the FOIA Officer to comply with confidentiality requirements in responding to FOIA requests.

About the Presenter
Kathleen Elliott is of Counsel with the law firm of Robbins Schwartz. She has practiced local government law for more than 30 years, representing park districts, municipalities, school districts and other units of local government. She provides in service training and frequently lectures on the Illinois Freedom of Information Act and the Open Meetings Act. She is the co-author of "Guide to Illinois Sunshine Laws”, published by IAPD.
