The property tax levy season is upon us.  Property taxes are generally the largest source of revenue for park districts, forest preserves, and conservation agencies. Attorney Jim Rock will help you understand what you need to know to ensure that your agency is prepared for this significant process. The presentation will include a discussion of the levy ordinance, Truth In Taxation Requirements, the Property Tax Extension Limitation Law, and much more. 

Learning outcomes realized:

  1. Understand the legal requirements, procedures, and timetable associated with the property tax levy.
  2. Be aware of your agency’s taxing authority and the limits on that authority.
  3. Be prepared to follow the requirements of the Truth in Taxation Act.
  4. Understand the differences between PTELL (tax cap) limits and Truth in Taxation limits. 

About the Presenter

  Jim Rock is an attorney at Ancel Glink, P.C.  Jim joined Ancel Glink in 2009, following a 30-year career in public administration and finance, including 23 years in Illinois park districts.   Mr. Rock’s extensive background in governmental finance, as well as his administrative experience, are valuable components of his representation.  Jim provides counsel to public bodies regarding the issues that arise in day-to-day representation, including matters related to board practices and procedures, finance, taxation, grant procurement, contracts, personnel, First Amendment issues, land acquisition, and intergovernmental cooperation.  Jim is a frequent presenter at Illinois Association of Park District seminars and conferences and is co-author of the 8th edition of the Park District Financial Procedures guide.
